Answer

As indicated in the answer to AQW 14993/22-27, proposed development and associated circumstances which may be considered to have a regional / sub-regional impact is a matter of judgement on a case-by-case basis.

The Department’s Development Management Practice Note 13: ‘Notification and Call-in’ (DMPN 13) provides additional information concerning what areas the Department may consider as part of its assessment of whether or not to call in a planning application. However, this list is not exhaustive and the power to call in applications to the Department for determination is entirely discretionary.

DMPN 13 areas for consideration include: the relevant development plan; the opinion of statutory consultees; the national importance of the proposal; its relationship with a Regionally Significant Application; the significance of application to the whole or part of Northern Ireland; and any significant effects outside of Northern Ireland.
